Municipal Permits for Foreign Entrepreneurs in the Netherlands

The most common permits include: 

-Operating Permit (Exploitatievergunning) – allows a hospitality business to legally operate and serve customers.
-Alcohol License (Alcoholwetvergunning) – required for the sale and service of alcoholic beverages.
-Environmental and Building Permit (Omgevingsvergunning) – may be required for renovations, construction work, signage, or changes to the premises.
-Terrace Permit (Terrasvergunning) – required if outdoor seating or a terrace will be used.
-Additional Municipal Permits – depending on the business, municipalities may require permits for gaming machines, extended opening hours, outdoor advertising, or special events.

In addition to permits, hospitality businesses must comply with food safety regulations, fire safety requirements, local zoning rules, and registration obligations with the Dutch authorities.

Horeca Operating Permit (Exploitatievergunning) 

A Horeca Operating Permit is a municipal authorization required to open and operate a restaurant, café, bar, or other hospitality business in the Netherlands. This permit confirms that the establishment complies with local regulations and is legally allowed to serve customers.Both Dutch and foreign entrepreneurs who are legally entitled to conduct business in the Netherlands may apply for this permit.

During the application process, the municipality reviews whether the premises comply with local zoning requirements, verifies the origin of investment funds, assesses the reliability of the owners and managers, and evaluates the potential impact of the business on the surrounding area. As part of the procedure, applicants must undergo a Bibob screening, which is designed to verify the legality of funding sources and ensure the transparency of the business.

The average processing time is up to 16 weeks. Obtaining a Horeca Operating Permit is one of the key steps in opening a restaurant, café, or bar in the Netherlands and allows entrepreneurs to operate their business in full compliance with local regulations.

Alcoholwetvergunning (Alcohol License) 

If you plan to sell or serve alcoholic beverages in a restaurant, café, bar, hotel, or other hospitality establishment in the Netherlands, you will need to obtain an Alcoholwetvergunning (Alcohol License). This permit confirms that the business complies with Dutch alcohol regulations and is legally authorized to offer alcoholic beverages to customers. Without this license, the sale and service of beer, wine, spirits, and other alcoholic drinks is prohibited.

 Applications may be submitted by owners of restaurants, cafés, bars, and other hospitality businesses who are legally entitled to operate a business in the Netherlands.

Managers of the establishment must be at least 21 years old, have a good reputation, and hold a Sociale Hygiëne Certificate, demonstrating their knowledge of responsible alcohol service practices. The cost of obtaining an Alcohol License may vary throughout the Netherlands, as each municipality applies its own fee structure and administrative requirements under local regulations and municipal ordinances. Consequently, application fees and related costs can differ depending on the location of the business. In most cases, the municipal fee must be paid regardless of whether the application is approved or denied.

Evenementenvergunning (Event Permit)
 

If you plan to organize a festival, concert, exhibition, sporting event, cultural program, or other public event in the Netherlands, you may be required to obtain an Evenementenvergunning (Event Permit) from the municipality.
